개인정보보호위원회(이하 개인정보위)는 17일, “딥시크 앱의 국내 서비스가 지난 15일 오후 6시부터 잠정 중단됐다”고 발표했다. 이번 조치는 국내 개인정보 보호법(이하 ‘보호법’) 준수를 위해 서비스의 개선·보완이 이루어진 후 재개될 예정이다.
개인정보위는 이날 정부서울청사에서 진행한 브리핑에서 “딥시크 앱의 신규 다운로드가 제한된 상태이며, 기존 이용자는 최종 결과 발표 전까지 개인정보 입력을 신중히 할 것”을 당부했다.
“개인정보 보호법이란?” 보호법은 개인의 사생활을 보호하고, 기업이 개인정보를 수집·이용·처리하는 방식에 대한 기준을 정하는 법률이다. 한국의 보호법은 세계적으로도 강력한 규제로 평가받으며, 유럽연합(EU)의 GDPR(일반개인정보보호법)과 유사한 수준으로 엄격한 관리가 요구된다.

On February 17, South Korea’s Personal Information Protection Commission (PIPC) announced the temporary suspension of the “DeepSeek App” in the country as of February 15, 6 PM. This decision aims to ensure compliance with South Korea’s stringent Personal Information Protection Act (PIPA) before service resumes.
During a briefing at the Government Complex Seoul, PIPC emphasized that new downloads are restricted and advised existing users to exercise caution by avoiding the input of personal information until the final review results are released.
“What is the Personal Information Protection Act (PIPA)?” PIPA is a legal framework designed to safeguard individual privacy and regulate how companies collect, process, and store personal data. South Korea’s PIPA is regarded as one of the world’s most stringent privacy laws, comparable to the European Union’s General Data Protection Regulation (GDPR).
개인정보위는 딥시크 앱 출시 직후인 1월 31일, 딥시크 본사에 공식 질의서를 보내 개인정보 수집 및 처리 방식에 대한 분석을 진행했다. 자체 조사 결과, 제3자와의 데이터 공유 방식, 앱의 통신 기능, 개인정보 처리방침의 미흡한 부분이 확인되었다.
딥시크 사는 10일 국내 대리인을 지정하고, 14일 개인정보위에 협력 의사를 공식적으로 표명했다. 이에 개인정보위는 보호법을 철저히 준수할 수 있도록 개선이 필요하다고 판단, 서비스 잠정 중단을 권고했으며, 딥시크 사는 이를 수용하여 15일부터 국내 앱마켓에서 서비스를 중단했다.
“제3자 데이터 공유란?” 사용자의 개인정보가 다른 회사(제3자)와 공유될 경우, 사용자는 이에 대해 명확히 인지하고 동의해야 한다. 그러나 일부 앱은 이를 명확히 고지하지 않거나, 불필요한 데이터를 공유하는 문제가 발생할 수 있다.
DeepSeek’s Privacy Policy Under Review
Following the app’s launch, PIPC sent an official inquiry to DeepSeek on January 31 regarding its data collection and processing methods. Internal analysis identified issues related to third-party data sharing, communication functions within the app, and inadequate privacy policies.
On February 10, DeepSeek appointed a local representative, and by February 14, the company expressed willingness to cooperate. Consequently, PIPC recommended a temporary suspension, which DeepSeek accepted, halting the app’s availability in South Korean app markets as of February 15.
“What is third-party data sharing?” This refers to the practice of sharing user data with external companies. Users must be explicitly informed and consent to such sharing. However, some apps fail to provide clear disclosures or share unnecessary data, leading to privacy concerns.
개인정보 보호 강화를 위한 점검 및 법 개정 추진
개인정보위는 서비스 중단 기간 동안 딥시크의 개인정보 처리 실태를 점검하고, 보호법 준수를 위한 개선책을 마련할 계획이다. 지난해 진행된 주요 AI 서비스(오픈AI, 구글, MS 포함 6개 서비스)의 사전 실태 점검은 약 5개월이 걸렸으나, 이번 점검은 1개 사업자에 대한 것이므로 보다 신속히 진행될 예정이다.
또한, 해외 AI 개발사들이 국내에서 서비스를 출시하기 전에 참고할 수 있도록 가이드라인(체크리스트 형태)을 제공할 방침이다. AI 기술 발전과 개인정보 보호 간 균형을 유지하기 위해 보호법 개정도 추진되며, 해외 기업의 법 준수 강화를 위한 정책적 조치도 논의될 예정이다.

Strengthening Data Protection and Legal Reforms
During the suspension period, PIPC will conduct an in-depth review of DeepSeek’s data processing practices to ensure compliance with national regulations. While past inspections of major AI services took approximately five months, this review is expected to proceed faster due to its narrower scope.
Additionally, PIPC plans to introduce a compliance checklist for foreign AI developers before launching services in South Korea. Legal reforms are also in progress to enhance enforcement measures for overseas companies, ensuring a balance between AI advancements and privacy protection.
