행정안전부는 지난해부터 시범 운영해온 모바일 주민등록증 발급 서비스를 오는 2월 14일부터 3월 14일까지 전국으로 확대한다고 밝혔다. 이번 서비스는 단계적으로 시행되며, 3월 28일부터는 주민등록지와 상관없이 전국 어디서나 신청하고 발급받을 수 있다.
The Ministry of the Interior and Safety announced that the mobile resident registration card service, which has been in a pilot program since last year, will be expanded nationwide from February 14 to March 14. Starting March 28, citizens will be able to apply for and receive the card regardless of their registered address.
단계별 발급 일정
1단계: 비수도권 2월 14일부터 대구, 대전, 울산, 강원, 전북, 전남, 경북, 경남, 제주 지역에서 발급을 시작한다. 이는 도시와 농촌을 아우르는 다양한 지역에서 문제점을 발굴하고 기존 시범 발급 지자체의 노하우를 활용하기 위한 조치다. Phase 1: Non-Capital Regions Beginning February 14, issuance will commence in Daegu, Daejeon, Ulsan, Gangwon, North Jeolla, South Jeolla, North Gyeongsang, South Gyeongsang, and Jeju. This phase aims to address challenges in both urban and rural environments while utilizing the expertise of pilot municipalities.
2단계: 수도권 일부 및 도 지역 2월 28일부터 인천광역시, 경기도, 충청북도, 충청남도에서 발급이 시작된다. 이는 젊은 세대 등 예상 수요층이 많은 지역을 중심으로 진행된다. Phase 2: Capital Region and Other Provinces From February 28, issuance will expand to Incheon, Gyeonggi Province, North Chungcheong, and South Chungcheong. These regions are home to younger populations, who are expected to be primary users.
3단계: 주요 광역시 3월 14일부터 서울특별시, 부산광역시, 광주광역시에서 발급이 시작된다. 이 단계에서는 대량 민원과 다양한 업무환경에 대비하기 위해 앞 단계의 경험을 활용한다. Phase 3: Major Metropolitan Areas Starting March 14, issuance will begin in Seoul, Busan, and Gwangju. This phase will build on the experiences of earlier stages to handle high demand and diverse administrative conditions.
발급 및 이용 방법
모바일 주민등록증은 17세 이상 주민등록증 소지자가 발급받을 수 있다. 발급을 위해서는 본인 명의 휴대전화에 ‘대한민국 모바일 신분증’ 앱을 설치해야 하며, 발급 방법은 다음 두 가지다.
1. IC칩 주민등록증 이용 신규로 발급된 IC칩 내장 주민등록증을 휴대전화에 접촉하면 모바일 주민등록증을 직접 발급받을 수 있다. IC칩 주민등록증은 신규 발급 대상자에게 무료로 제공되며, 기존 주민등록증 교체 시 수수료가 부과된다.
2. QR 코드 이용 기존 주민등록증을 소지한 경우 주민센터를 방문해 QR 코드를 스캔하면 바로 발급받을 수 있다. 단, 앱 삭제나 휴대전화 교체 시에는 주민센터를 다시 방문해야 한다.
Mobile resident registration cards are available to citizens aged 17 or older with a resident registration card. Applicants must install the “Korea Mobile ID” app on their smartphone and can issue the card through two methods:
Using an IC-chipped resident registration card for direct issuance.
Scanning a QR code at the local community service center.
주의사항 및 효력
얼굴 인식 및 정보 업데이트 주민등록증 사진과 현재 외모가 다를 경우, 앱 내 얼굴 인식 기능이 작동하지 않을 수 있어 주민등록증 재발급이 필요하다.
분실 신고 시 효력 정지 실물 주민등록증 분실 신고 시 모바일 주민등록증도 효력이 정지되며, 통신사를 통한 휴대전화 분실 신고 시에는 모바일 주민등록증만 정지된다.
If the photo on the resident registration card does not match the user’s current appearance, facial recognition in the app may fail, requiring a card update. Additionally, reporting the physical card as lost deactivates both versions, while reporting only the mobile version disables its functionality.
활용 가능 분야 확대
모바일 주민등록증은 행정기관, 금융기관, 병원 등 실물 주민등록증과 동일한 효력을 가진다. 디지털 금융 서비스와 공공서비스에서의 사용도 점차 확대되고 있다.
The mobile resident registration card holds the same legal validity as the physical card in government offices, financial institutions, and hospitals. Its use in digital financial and public services is also expanding.
고기동 행정안전부 장관 직무대행은 “디지털 시대에 걸맞은 주민등록증 서비스로 국민 편의성을 획기적으로 높일 것”이라며, “발급 과정에서 불편 사항을 지속 개선해 국민 모두가 편리하게 이용할 수 있도록 하겠다”고 밝혔다.
